Business Development Bank of Canada Mandate

The Business Development Bank of Canada (BDC) is the financial institution devoted to Canadian entrepreneurs. BDC helps create and develop strong Canadian businesses through financing, advisory services and capital, with a focus on small and medium-sized enterprises.

BDC was recertified as a B Corp[1] for the third time in May 2022. This certification reaffirms BDC’s unwavering commitment to creating greater economic, social, and environmental value for Canada and its entrepreneurs.

BDC’s mandate is enacted in the Business Development Bank of Canada Act, passed in July 1995.

Wholesale Financing – helping other lenders and financial intermediaries fill market gaps and increase the availability of capital for Canadian entrepreneurs:

  • Indirect Financing – securitization, a specialized form of financing that BDC offers to finance and leasing companies through our Funding Platform for Independent Lenders (F-PIL), in partnership with TAO Asset Management (TAO).
  • Syndicated Financing – senior debt financing in syndicated transactions led by other banks.
