Canada Media Fund (CMF) – Convergent Stream – Anglophone Minority Incentive

Description:

The Anglophone Minority Incentive is designed to support one of the CMF’s mandates of encouraging television convergent production by both majority and minority official-language sectors. As part of the CMF’s Convergent Stream, projects funded must include content to be produced for distribution on at least two platforms, one of which must be television.

Comments on Funding:

Funding will be no more of 15% of total eligible costs or maximum $900,000 (the lesser of).
The Anglophone Minority Incentive may be combined with funding from other CMF funding Programs, however, total CMF funding cannot exceed 84% of total eligible costs.

Eligibility:

An Applicant to the CMF is either:

  • A company that:


a) is a for-profit (i.e. a taxable Canadian corporation, within the meaning of Canada’s Income Tax Act) production company;
b) is Canadian-controlled as determined in sections 26 to 28 of the Investment Canada Act;
c) has its head office in Canada;
d) is in good standing with all applicable talent and industry associations and guilds.
or

  • A Canadian Broadcaster, such as:


a) a Canadian programming undertaking, public or private, licensed to operate by the Canadian Radio-television and Telecommunications Commission (CRTC);
b) an online service owned, controlled and operated by a Canadian CRTC-licensed programming undertaking;
c) an online service owned, controlled and operated by a Canadian broadcasting distribution undertaking (“BDU”), licensed to operate by the CRTC; and
d) CRTC-licensed VOD services.

Applicants must own and control all rights necessary to produce and exploit the Eligible Project. Entities that provide services but do not own applicable rights are not eligible to apply to the CMF.

    • a completed and approved dialogue broadcaster agreement form (baf) linked to the application form;
    • a completed dialogue application form with persona-id  entered in the applicable sections;
    • broadcast licence agreement(s) for all eligible licence fees;
    • documentation confirming sources of financing – domestic and/or foreign;
    • detailed calculation page(s) for federal and provincial tax credits;
    • detailed production budget;
    • projected cashflow;
    • distribution agreements;
    • recoupment schedule;
    • description of planned interim financing;
    • detailed production budget;
    • synopsis (document detailing the themes, subject matter and setting of the storyline) ;
    • creative material (script, bible, treatment, outline, rundown);
    • project description;
    • description of the design and technology;
    • summary of chain of title;
    • all rights documentation;
    • co-production agreement(s) domestic or foreign;
    • summary of chain of title;
    • all rights documentation;
    • detailed cast and crew list;
    • declaration of the corporation’s Canadian status, and its shareholders and directors;
    • complete incorporation documents;
    • corporate profile;
    • shareholder’s or partner’s agreement;
    • corporate secretary’s certificate;
    • financial statements (for the past three years must be provided for all television component applicants, co-applicants and parent companies).

    Other Things to Note:

    1. CMF programs should be updated in April -May of each year because CMF provides funding for the fiscal year April 1 to March 31, and in January most of them are already closed and there is no data on the next programs.
    2. Previous guidelines were published in April 2021. CMF Projects that receive CMF funding in a given year are subject to the Guidelines and CMF policies in effect for that fiscal year. To be clear, changes to CMF Guidelines and/or policies made in a subsequent fiscal year will not apply retroactively, unless specifically stated. The CMF fiscal year is April 1 to March 31.
    3. Due to high demand for the Anglophone Minority Incentive, the CMF will no longer be accepting applications for this program.
