Natural Resources Canada – Clean Fuels Fund

Description:

The Clean Fuels Fund provides financing to de-risk the capital investment required to build new or expand existing clean fuel production facilities (including facility conversions). Support is also available for feasibility and front-end engineering and design (FEED) studies, and the establishment of biomass supply chains to improve logistics for the collection, supply, and distribution of biomass materials (e.g., forest residues, municipal solid waste, and agriculture crop residues) as a feedstock in clean fuel production facilities. Resources are also available to address gaps and misalignment in codes, standards and regulations related to the production, distribution and end-use of clean fuels.

The following components of the program are still open:

  1. Establishing biomass supply chains;

  2. Developing enabling codes and standards;

  3. Funding for Indigenous-led clean production capacity projects;

Eligibility:

Applicants must be:

  • Legal entities validly incorporated or registered in Canada including not-for-profit and for-profit organizations, if applying for the Establishing Biomass Supply Chains component (e.g., electricity or gas utilities, private sector companies, industry associations, research associations, standards organizations, Indigenous and community groups, Canadian academic institutions, provincial, territorial, regional or municipal governments or their departments or agencies)
  • Indigenous organizations or registered Indigenous businesses or communities including not-for-profit and for-profit organizations that can demonstrate a minimum of 50% Indigenous ownership, if applying for the funding for Indigenous-led clean production capacity projects component (e.g., indigenous communities, development corporations, electricity or gas utilities, private sector companies, industry associations, research associations, standards development organizations, academic institutions).

Eligible projects for the establishing biomass supply chains:

  • Capital biomass supply chain projects that use technologies in advanced stages of technological readiness (TRL-9) and that are designed for commercial deployment;
  • Feasibility studies, basic engineering studies and detailed front-end engineering studies to assess the new build or expansion of low carbon fuel production facilities. In addition, feasibility studies to assess the feasibility of establishing a regional biomass supply chain risk rating.

Eligible projects for the Funding for Indigenous-led clean production capacity projects component:

  • Capital clean fuel production projects that use fuel production technologies in advanced stages of technological readiness and that are designed for commercial deployment;
  • Feasibility studies, basic engineering studies and detailed front-end engineering studies to assess the new build or expansion of low carbon fuel production facilities. In addition, feasibility studies to assess the techno-economic feasibility of blending hydrogen into natural gas systems.
