NGEN Supercluster Projects
Description:
NGen Supercluster Projects provides funding for lead or partner in transformative manufacturing and technology projects that will leave a lasting legacy for Canada’s advanced manufacturing ecosystem.
Comments on Funding:
Funding is in the form of a reimbursement of up to 44.4% of total eligible project expenses incurred by industry partners.
The total amount of the project should be between $500K and $20 million, although projects above that range may be considered if they demonstrate transformative potential and significant additional benefits to Canada‘s advanced manufacturing ecosystem.
No single partner may receive more than 70% of NGen funding.
Capital expenditures over more than $1 million must be pre-approved by the Government of Canada.
NOTE: Supercluster projects between $500k-$20m are on hold until further notice.
Eligibility:
Other publicly funded not-for-profit organizations, post-secondary institutions, federal Crown corporations, and government departments or agencies are not eligible to receive Supercluster funding directly, although they may bring their own contributions to projects or be sub-contracted by funded recipients to carry out project activities.
International organizations (offshore companies and research organizations without an incorporated presence in Canada) may also participate in Supercluster projects, but any project activity undertaken by these organizations will not be eligible for Supercluster funding.
Applications Steps:
NGen’s project team may assist in the development of Supercluster project applications prior to their assessment.
NGen will screen all proposals to ensure they meet basic eligibility requirements for Supercluster projects.
There are 2 application deadlines that must be met to submit a compliant proposal. The first application submission deadline is required so that NGen can review critical content and provide feedback before assessment. This is intended to provide feedback on IP Strategies and finance workbooks to ensure they are compliant. NGen will provide timely feedback to allow companies to modify their proposal before the second final submission deadline.
For projects between $500K and $8 million, applicants who meet eligibility requirements will be invited to submit a Single Application that will be assessed and scored by external independent experts.
For projects between $8 million and $20 million there is a two-stage assessment:
Applicants who meet eligibility requirements will be invited to submit an Initial Application that will be assessed and scored by external independent experts.
Successful projects will be invited to submit a Full Application.
All project applicants may be invited for an interview with an assessment panel to review their Full Application if panel members require more information before a final recommendation is made. Typically, this is for projects with total costs estimated above $12 million.
Projects will be required to pay NGen a one-time, non-refundable project administration fee equal to 2.5% of the total cost of the project at the time of contracting, before the project start.
