Canada Media Fund – Convergent Stream: First Come, First Served Programs: Predevelopment Program

Description:

The Predevelopment Program, which is part of CMF’s Convergent Stream, allocates funding to Eligible Projects at the beginning of a Project’s creative process. Eligible Projects are awarded funding on a first-come, first-served basis until resources for the Program are depleted or until the application deadline, whichever comes first.

Comments on Funding:

Funding will take the form of non-interest bearing advances and shall be the lesser of 84% of the Eligible Costs or $46,000.
100% of the Eligible Project’s advance must be repaid on or before the earliest applicable event of repayment as described here:
i) The first day of official preparation for principal photography of the Eligible Project (regardless of the platform for which it is produced) or upon other use of the script; or
ii) The transfer, sale, assignment, or other disposition of the script.

Eligibility:

“The applicant must be a production company that:

  • is a for-profit (i.e., a taxable Canadian corporation, within the meaning of Canada’s Income Tax Act) production company;
  • is Canadian-controlled as determined in sections 26 to 28 of the Investment Canada Act;
  • has its head office in Canada;
  • has both:
    a) a writing agreement with a writer for a project that meets the CMF’s definition of an Eligible Project; and
    b) a letter of interest from one of the following:
    i) a Canadian Broadcaster;
    ii) a participating and eligible Canadian provincial funding agency.”

  1. a completed dialogue application form with persona-id # entered in the applicable sections;
  2. letter of interest;
  3. standard predevelopment budget;
  4. transfer of rights agreement, if applicable;
  5. signed writer(s) agreements optional at time of application;
  6. declaration of the corporation’s Canadian status, and its shareholders and directors;
  7. complete incorporation documents (articles of incorporation and by- laws for all television component applicants, television component co- applicants and parent companies, as applicable).”

Other Things to Note:

“Due to high demand, the CMF will no longer be accepting applications for the English and French non-regional portions of the Predevelopment Program.

The portion of the Program reserved for French regional projects only remains open.”
