Canada Media Fund – Convergent Stream: Selective Programs: Early Stage Development Program

Description:

The Early-Stage Development Program, which is part of CMF’s Convergent Stream, allocates funding to eligible projects at the beginning of a project’s creative process. The Early-Stage Development Program funds eligible projects through a selective process in which projects are assessed according to an evaluation criterion.

Comments on Funding:

Funding will take the form of non-interest-bearing advances. 100% of the Eligible Project’s advance must be repaid on or before the first day of official preparation for principal photography of the Eligible Project (regardless of the platform for which it is produced).

Eligibility:

“The applicant must be a single-shareholder company:

  • that is a for-profit (i.e., a taxable Canadian corporation, within the meaning of Canada’s Income Tax Act) production company;
  • that is Canadian-controlled as determined in sections 26 to 28 of the Investment Canada Act.
  • that has its head office in Canada;
  • that has not received funding from the Early-Stage Development Program in 2021-2022 (either the company or the sole shareholder);
  • that if it received funding (either the company or the sole shareholder) for a Project from the Early-Stage Development Program prior to 2021-2022, has submitted to the CMF all of the required materials and documentation necessary to fulfill its Project’s final cost milestone noted in its funding agreement with the CMF;
  • that is in good standing with all applicable talent and industry associations and guilds;
  • whose sole shareholder is either:
    a) a writer with the following credentials:
  • Total Hours: has at least 107 hours of produced written work : in one of the CMF’s four supported genres: Drama, Children & Youth, Documentary or Variety and Performing Arts;
  • Recent Hours: at least 2 of the hours in the Total Hours threshold noted above must have been originally broadcast no earlier than January 1, 2018;
  • Canadian Broadcaster: all of the required hours must have been broadcast or made available on a broadcaster, platform or service that meet’s the CMF’s definition of a Canadian Broadcaster;
  • For English-language projects only: the writer received at least one producer-level credit (for live action productions) in the genre they are applying for or one story-editor credit (for animated productions) in the genre they are applying for;
    b) or a writer who meets the requirements of the Diverse Community Applicant:
  • is a member of a Diverse Community (Indigenous peoples to Canada (i.e., First Nations, Inuit and Métis), racialized communities (i.e., Black People and People of colour), members of the 2SLGBTQ+ community, or persons with disabilities); and
  • has at least 5 credits of produced written work:
    i) in any of the CMF’s supported genres: Drama, Children & Youth, Documentary or Variety and Performing Arts;
    ii) broadcast or made available on a broadcaster, platform or service that meets the CMF’s definition of a Canadian Broadcaster.

  6. declaration of the corporation’s Canadian status, and its shareholders and directors;
  7. complete incorporation documents articles of incorporation and by-laws for all television component applicants, television component co- applicants and parent companies, as applicable;
  8. corporate profile including company mandate for all television component applicants;
  9. television component co-applicants and parent companies, as applicable;”
