Description:
The Disaster Mitigation and Adaptation Fund (DMAF) is a national, competitive, merit-based contribution program. The DMAF is aimed at strengthening the resilience of Canadian communities through investments in infrastructure projects, including natural infrastructure projects, enabling them to better manage the risk associated with current and future natural hazards, such as floods, wildfires and droughts.
Comments on Funding:
Canada will invest up to:
40% of municipal* and not-for-profit projects in the provinces;
50% of provincial* projects;
75% for projects in the territories and for projects with Indigenous partners;
25% of for-profit private sector projects (except in the Community, Culture and Recreation Stream, where for-profit private sector projects are not eligible).
Provinces will have to cost-share on municipal projects at a minimum of 33.33% of eligible costs.

Eligibility:
Applicants must be a:
1. A province or territory; or a municipal or regional government established by – or under – provincial or territorial statute;
2. A public sector body that is established by – or under – provincial or territorial statute or by regulation; or is wholly-owned by a province, territory, municipal or regional government;
3. When working in collaboration with a municipality, a Canadian public or not-for-profit institution that is authorized, under the terms of a Canadian provincial, territorial or federal statute; or Royal Charter, to deliver post-secondary courses or programs that lead to recognized and transferable post-secondary credentials.
4. A private sector body, including for-profit organizations and not-for-profit organizations. In the case of for-profit organizations, they will need to work in collaboration with one or more of the entities referred to above or an Indigenous Recipient listed below.
5. Eligible Indigenous Applicants, include:
a. An Indigenous governing bodyEndnote* including, but not limited to:
i. A band council within the meaning of Section 2 of the Indian Act;
ii. A First Nation, Inuit or Métis government or authority established pursuant to a Self-Government Agreement or a Comprehensive Land Claim Agreement between His Majesty the King in right of Canada and an Indigenous Peoples of Canada, that has been approved, given effect and declared valid by federal legislation; or
iii. A First Nation, Inuit or Métis government that is established by or under legislation whether federal, provincial or territorial legislation that incorporates a governance structure.
b. An Indigenous Development CorporationEndnote**; and
c. A not-for-profit organization whose central mandate is to improve Indigenous outcomes.
Application Steps:
Applicants must:
1. Create an Applicant Account on the HICC Applicant Portal located on the DMAF website.
2. All Applicants must register for an Housing, Infrastructure and Communities Canada (HICC) Applicant Account to access the DMAF Application Form. Once registered,
New Applicants will be required to create an organization profile. Once you have created your New Organization in the HICC Applicant Portal please select it from the Existing Organization Name list
